CONDEMNATION


The Zillai (Vaiphei Students' Association) General Headquarters condemn, in its strongest sense, the heartless and inhuman acts of the 21st Para Regiment (Rastrya Rifles) and the Zeliangrong United Front (ZUF) resulting in the death of Mr. Lalchuailo Neihsial s/o Mr. Nawna Neihsial, chief of Lenglong village, Nungba Sub-Division Tamenglong District, Manipur.


On the fateful day of 11 April, 2016 (Mon), a few armed cadres of ZUF numbering about six entered Lengluang village before dusk and forcibly took along with them Mr. Lalchuailo and Mr. Soithangzo Gangte s/o Mr. Kaikholian Gangte to be their involuntary guides across Tuilang (Irang) river. As the group of two innocent villagers and armed ZUF cadres wound their way through the thick jungle, they were waylaid by another armed group, which later turned out to be personnel of the 21st Para Regiment (Rashtriya Rifles).

As gunfight ensued, Mr. Soithangzo who was at the head of the group managed to dodge flying bullets and made good his escape, reaching the safety of his village. After hearing the news from him and when the gunfight had ended, the villagers tried to send a party to the area in search of Mr. Lalchuailo. But they were stopped by the security personnel from venturing near the spot on the pretext that a combing operation was in full swing. The fate of Lalchuailo couldn’t be ascertain from then on.






On receiving news of the incident on 13 April, 2016 (Wed), the Zillai GHQ appealed through the media for his safe release from the armed groups involved in the gunfight. Unfortunately, his mortal remains were recovered from the spot by the villagers around noon of 14 April, 2016 (Thu).

Mr. Lalchuailo lived his life in the true spirit of altruism, and on most occasions went out of his ways to help others. The manner of his death, and the treatment that was meted out to him before his short earthly journey ended was in sharp contrast to the kind of person that he was. He didn’t deserve any of it. The Zillai GHQ is deeply pained by the barbaric and cruel nature of the security forces, torturing a most innocent youth, which is a gross violation of human rights and strongly condemn it. The organization is also extremely aggrieved by the action of the ZUF who had forcibly taken the two youths and used them as human shields. ZUF deserves no lesser condemnation!


Both parties involved in the death of Mr. Lalchuailo must make amends for their cowardly acts.

APPEAL FOR SAFE RELEASE

The Zillai (Vaiphei Students' Association) GHQ is constrained to issue this public appeal on behalf of the family of Mr Lalchuailo s/o Nawna Neihsial of Lengluang village, Nungba sub-division, Tamenglong district, who was asked by a group of heavily armed men to act as guide around 4:30 pm of April 11, 2016.

Another villager Mr Soithangzo s/o Kaikholian who was also taken along, and walking at the head of the group, safely returned to the village the next day.

The fate of Mr Lalchuailo is shrouded in uncertainty, and his family members are spending sleepless nights, painfully waiting for his safe return.

We, therefore, issue this public appeal to the concerned group/organization to ensure his safe return to his home and village at the earliest, and enable his family to resume their normal life.

The KSO expresses serious concern over the gunfight that took place between ZUF and security forces near Lenglong village in Nungba Subdivision, Tamenglong district on 11 April at around 6:30 pm. The KSO fears
that the general secretary of KSO Tuilang Block Mr. Lalchoilou Neihsiel has become a casualty in that gunfight. 






Prior to this incident, about 6 cadres of ZUF had come to Lenglong village and asked for 2 villagers to guide them to their destination. As the ZUF cadres threatened the villagers with dire consequences, Lalchoilou s/o Nona Neihsiel and Thangzou Gangte s/o Kaikholen much against their will were constrained to accompany the militants.

After the group travelled for a distance of 5-6 kms away from the village they were ambushed by security forces personnel and the firefight started. In the ensuing gunfight Thangzou Gangte managed to evade the gunfight and escape to the safety of his village.
When the gunfight finally ceased, the villagers tried to go to the place of the incident to look for Lalchoilou. However they were stopped by security forces from proceeding further towards the place of the incident. The fate of Lalchoilou is now becoming more and more uncertain with every passing day. 

The KSO appeals to the armed groups involved in the gunfight to hand over the civilian without any harm. At the same time the KSO strongly disapproved the action of the ZUF cadres who had forcibly taken the 2 villagers to accompany them.






The KSO strongly condemns the lawlessness and rampant violation of human rights prevailing in the area. The KSO appeals to the government to see to it that Lalchoilou returns home safe and sound. The KSO will not condone any harm inflicted on Lalchoilou Neihsiel who is the KSO Tuilang Block general secretary.
